SYMPATHY
Long time owner Lee Catalano (A105) passed away April 5. Lee and his wife Dory had been married for 57 years. The Sands community extends our
sympathy to their entire family in their loss. Dory Catalano and family thank everyone for their prayers, beautiful cards and support during Lee's
journey of death. I miss him terribly even though I know he has been made "whole" again. I am sure you will all miss him at times. Again thank you for
all your love and celebrating the memorial of his life with us. Love, Dory
Another huge loss occurred with the passing of Don Conboy, C104, April 17 at his home in Weymouth, Massachusetts. “The Mayor”, as Don was
affectionately known, was the association’s first president and an original Sands owner along with his wife Trudy. Don will also be sorely missed by
his many friends at the Sands.

ANNUAL MEETING
At the annual meeting, Treasurer Bernie Sikorski noted that volunteers have saved the Association $74.000 in labor this past year! Put another way that is $578 per unit per year that could have been assessed or added into our maintenance fees had we contracted the labor for various projects. NOTE: This figure was recently revised to $97,000 due to the extensive amount of work accomplished this spring by volunteer labor!
BOARD MEETINGS NOTES
- New Sands Employee. We have hired a new, part time person to help Tim with the many and varied tasks that need to be done while
Marilyn Richart is undergoing medical treatment. His name is James Henry and Tim reports that he has been a hard working, terrific addition to our staff.

- FEMA-Flood Insurance. An owner has advised the Board that a change in the Flood Plans for Marco Island made by FEMA may reduce an
owner’s flood insurance premium. A letter from FEMA needs to be given to the owner’s insurance carrier. The FEMA Letter can be obtained by calling
the Sands office. Rebates have been reported to be around $25.
- Guidelines for Memorial tree Plantings at the Sands. The Board recently approved guidelines for owners wishing to purchase a tree to be
planted at the Sands as a memorial. These guidelines are enclosed with this newsletter. Interested persons should contact the Grounds Committee Chairman,
George Bell (C107).
- Automatic/electronic payment of Quarterly Assessments. Collier Financial, the company that handles our billing and financial statements,
and Marco Community Bank will make a service available starting this summer whereby they will originate a direct charge to an owner’s account at any
bank for payment of the quarterly assessment. This will, of course, require the owner to sign up for the service just as many of us already do for
utility, lease and other regular obligations. This voluntary payment option offers convenience and eliminates postage expenses. More information will
be available this summer.
NOISE CONSIDERATION
We are asking all owners to remind their renters, that it is inconsiderate to play loud music and/or television or operate noisy washers or dryers
after 10:00 p.m. One owner had to go upstairs twice (after 11:00 p.m.) recently and ask the people to turn down their television set in order to be
able to get to sleep.
THE SANDS RENTAL SEASON
Bernie Sikorski, the Sands Secretary wrote the following recap of this year’s rental season. Bernie reports “It was a very good season.”
At the SANDS there are 40 units (31% of the complex) that were leased this past season. Several of these units are leased to repeat visitors who
have become very much part of the Sands family, which is very nice. The owners go out of their way to welcome renters and make them feel very comfortable
and that can be witnessed at every Wednesday night gathering as well as at special party events. This welcoming is a wonderful touch and makes many of
our renters want to return and perhaps purchase at the Sands. And to those of you who rent, in the long run this allows you to charge more for your units.
The Board and Tim want to thank all the owners who rent their units for taking the time to tell their tenants about the Sands tenant guidelines/rules.
These guidelines/rules are posted at the Pool and are readily available in printed form. And we also thank the owners who remind visitors of
guidelines/rules when they are not respected. This can be extremely uncomfortable to tell a family that they should not be doing what they are doing
as one never knows the response they will get.
If Rental Owners need any copies of the Sands Guidelines/Rules for their tenants and rental companies please ask Tim for multiple copies.
POOL NEWS
Last year the Sands Board approved a motion to allow noodles in the pool on a one year trial basis. At a recent Board meeting, the Directors
approved a motion that noodles in the pool be allowed permanently. A sign painter will be hired to modify the signage at the pool reflecting this change.
A cellular telephone has been purchased and installed at the pool for emergency use (it will only allow a 911 call). The telephone is kept in a water
proof casing and is clearly marked. For your information, your personal cellular phone can also be used to call 911 even though the phone’s area code may
be from another area of the United States. Technological changes now enable the 911 “system” to locate the emergency call’s point of origin for first
responders.
WATER HEATERS (AGAIN!)
This season, several more “original” water heaters have failed with water damage to that unit and to the one below. This notice has been in the
Scoop several times but, for some reason, the message is not getting through! A plumber told one owner this winter that the hot water tanks will
last approximately 10 years on Marco Island. Considerable mess and damage can occur in your unit as well as in other units when a tank fails. If your
hot water tank is 10 years old or older, please replace them now!
PRINTER CARTRIDGES
Please give your used printer cartridges to Tim for recycling. We ship them postage free and receive cash – about $100 per year to help pay for
office expenses (every little bit helps!). So save your cartridges, wrap them in a paper towel and give them to Tim.
SUMMER OFFICE HOURS
A reminder that the summer office hours began May 15th and will end September 30th. The office will be open from 1PM to 3PM to enable our staff
to avoid some of the summer heat.

SYMPATHY
Anne Kincaid, D-301, passed away in November. Gene and Anne are original owners at the Sands and had been married
for 65 years. Our sympathy is extended to Gene and their family.
Sympathy is also accorded to Elaine and Joe Ferris, E-101, and their family on the passing of Elaine’s father March 9.

NOTES FROM BOARD MEETINGS
At the Board meeting immediately following the annual members meeting, the directors elected Gail Hoopes President,
Joe Nedza Vice President, Bernie Sikorski Secretary, and Duane Coplin was elected Treasurer. The first Board meeting
of the new directors was set for March 20, 2008.
CONGRATULATIONS
Congratulations to Ed and Dottie Bartsch, E-105, who celebrated their 65th wedding anniversary February 27.
Also, congratulations to long time Sands owners, Bob and Helen Birchell, B-205, who celebrated their 60th wedding anniversary in February.
OWNER SURVEY
The results of the recent survey of owners were announced at the annual members meeting. Seventy owner units responded (out of 128) which is an outstanding response rate (54.7%). The Board will use these owner opinions as part of their decision making process when or if one of these items should be contemplated. A favorable vote does not mean that the Board will implement a particular item nor does an unfavorable opinion necessarily mean the Board will not implement that particular suggestion. WATER CONSERVATION
The second largest Sands Condominium expense is “Water & Sewer”. The estimated actual 2007 expense is $72,585 and the 2008 budget is $76,000! For comparison, the 2001 cost was $51,615. We can all affect our costs, and therefore our maintenance fees, by conserving water and encouraging our guests to do so also. Thanks to Bill Corkin, D-401, for the following suggestions on steps we can all take:
- Leaking toilets are the biggest culprit in water waste. Test your toilets for a leak by placing some food
coloring in the toilet tank. Then wait a few minutes (do NOT flush!) to see if any food coloring shows up in the bowl.
If it does, you have a leak!
- Place a gallon (or half gallon) jug filled with water in the toilet tank. It will displace and therefore save that
much water with each flush! (This suggestion came from Lamar Persing, D-202)
- Run dishwashers only with a full load. Set washing machines to the proper size load.
- Limit showers to less than five minutes and install low-flow shower heads.
- Replace washers in leaky faucets. Retrofit faucets with flow restrictors.
- Defrost food overnight in the refrigerator or in the microwave, not with running water.
- Turn off the shower when lathering up. Turn off the faucet when brushing your teeth and when shaving.
- Don’t dispose of tissues or insects by flushing them down the toilet. Use the waste basket instead.
- Keep a container of cold water readily available in the refrigerator instead of letting the faucet run until the water is cool every time someone gets a drink.
THE SANDS LIBRARY
There are many books available for your reading pleasure in the Sands office and you don’t need a library card to take them out! Many owners/renters/Guests donate their gently read books for others to enjoy. So there is a large supply of books available for your entertainment. Drop by the office during business hours and select a tome!

SYMPATHY
On Sunday morning, September 30, Betty Fleming (Mrs. Joe, B-105) passed away at Hospice of Naples. Betty was admitted to Naples Hospital on
September 18 and transferred to Hospice on Thursday, the 27th.
Joe and Betty moved to the Sands as full time residents about 2 years ago from Downers Grove, Illinois, having been snowbird Sands residents for
many years. Our deepest sympathy is extended to Joe and his family.
CONDOMINIUM DOCUMENTS CHANGES PROPOSED
The Board of Directors has received a petition signed by 45 unit owners to amend section 11.6 of our documents. Since the number of signers meet
our document requirements for a petition, the issue will be voted on at our next members annual meeting.
11.6 Alterations and Additions to Common Elements and Association Property. The protection, maintenance, repair, insurance and replacement
of the common elements and association property is the responsibility of the Association and the cost is a common expense. Beyond this function,
the Association shall make no material alteration of, nor substantial additions to, the common elements or the real property owned by the Association
costing more than $30,000 in the aggregate in any calendar year without prior approval of at least two-thirds (2/3rds) of the voting interests who
are present and voting, in person or by proxy, at an annual or special meeting called for the purpose. Therefore, up to $30,000 in the aggregate
worth of material alterations or substantial additions may be made in any calendar year by the Association with Board approval. If work reasonably
necessary to protect, maintain, repair, replace or insure the common elements or association property also constitutes a material alteration or
substantial addition to the common elements, no prior unit owner approval is required.
The proposal made in the petition would lower the $30,000 annual threshold to $10,000. That is, if the total expenditures contemplated for all
projects during the year would exceed $10,000, the entire membership would have to vote on the expenditure at either a specially called meeting or at
the next annual meeting. The $30,000 figure was recommended by the association’s legal counsel as being appropriate for a condominium association of
our size.
Proponents of the petition seek to place tighter owner controls over board initiated, unbudgeted expenditures and require all owners to vote on
these expenditures.
Opponents of the proposal, including the board of directors, feel that this restriction would severely limit the ability of the board and future
boards to implement improvements, repairs, maintenance, etc. to our common elements that were not foreseen in the budget process and that might arise
during the year. For example, the heat pumps that were recently purchased and installed. We would have had to wait for an owners
meeting (special or annual) to try and win approval for this expenditure as it exceeded $10,000. In the meantime our propane heating costs would
have skyrocketed, which could have resulted in a year end assessment. If the proposal is approved, needed changes/modifications will be delayed
and/or not get done at all.
NOTES FROM BOARD MEETINGS
The Sands budget was approved at a members meeting December 6, 2007. Through careful financial management, the quarterly maintenance fee
was increased only $35. A major expense increase for 2007 was our water usage and owner Bill Corkin, D-401, stressed the need for owners to conserve
as much as possible. Also, owners are requested to encourage their guests to limit their water usage.
We have discovered that major elevator repairs are needed many years before our reserves are scheduled to be fully funded. The repairs will
be expensive as all new control boards are needed. Our current reserves are sufficient to cover the first elevator scheduled to be done. The Board
determined that the AB elevator will be replaced early in 2008 as it has the most need. The parts from the AB elevator replacement will be saved and
used to make repairs to our other 3 elevators should (when?) they become necessary as parts are no longer available for our elevators due to their age.
We can hopefully buy some more time with these cars and thereby allow our reserves to be built up.
In addition, a new state law requires a live operator to be available 24/7 to any occupant in the elevators in case of an emergency. The Board will contract with a company to provide this service. It will cost about $400 to install and $1000/year to operate.
ANNUAL MEETING
The annual meeting is set for Wednesday, March 12, 2008, from 2 to 4 PM at Mackle Park. Mark your calendar!
BOARD ELECTIONS
There are three Directors positions up for election this year. Any unit owner who wishes to be a candidate must give notice of their intent to
the Association at least 40 days prior to the annual meeting (by February 1, 2008). If desired the candidate can submit a candidate information sheet
no larger than 8 1/2 by 11.
RUNNING FOR THE BOARD?
The following article is taken from the Community Associations Institute.
If you’re considering running for the board, take a few moments to ask yourself the following three questions:
Do I have the time? As a board member, you will need to devote at least several hours of your time each month to association business.
In addition to regular board meetings, you will need to be active in email discussions and occasional special meetings. During special projects, you may
need to spend a little extra time. Some board members may also spend a little more time than others if they work with a committee.
Can I make tough decisions when it’s required? The primary role of the board is to conduct the business of the association. This doesn’t
just mean approving the budget, but also developing and enforcing policies. Board members are required to step outside their immediate circle of
family and neighbors and make decisions based on the greater good of the community.
Can I do all this and have fun, too? It isn’t all about policies and tough decisions. Our community is only as good as we make it, and
establishing and maintaining a sense of community is a part of a board member’s responsibility. Planning and attending functions such as picnics and
being a presence in the community are as important as any policy decisions you may make.
Being a board member can be frustrating at times, but it may also be one of the most rewarding ways you’ll find to volunteer your time.
SAFETY NOTE
Each unit’s clothes dryer vents will become clogged with lint with dryer usage and if not kept lint free, can back up all the way into the unit to
the dryer. This can create a serious safety hazard. The Board asks all owners to check their vents (they are on the walkway outside your unit) for
signs of clogging and clear them of any obstruction. Individuals who wish to have their vents cleaned should do so. One owner received a quote from
Royal Duct Cleaning of $106 for someone to clean their vents. Tim will also remove any mesh that had been placed on them to keep birds out as that
problem seems to no longer exist.

SANDS MERCHANDISE
I’m sure you have seen Sands owners and others proudly displaying their Sands “colors” around the campus by displaying the Sands logo.
The Sands logo can be embroidered on T-shirts, polo shirts, towels, hats, etc. at a cost of $5 each. Simply drop the item off in a bag at the Sands
office and pay when you pick the item up. Tim has a connection that performs this service and also does a great job.
